Unable to settle retro for terminated employee

Content (required):

we have a situation of retro identified for pretax element for an employee who is on weekly payroll. This employee is terminated and they have not run "recalculate payroll for retroactive changes" till his final close date.

Employee final close date: 8th Apr

Final Payroll : 8th APR

previous Payroll : 1st Apr

They have run recalculate payroll for 3rd Apr and it has identified retro amount for pretax element.

I'm trying to run balance adjustment for this retro through HDL, but unable to settle the retro without rolling back his previous payroll of 1st APR.
