Validation rule if ethnicity is not selected is not working.

We want to ensure at least one of the ethnicities is selected for an employee (during hire or when making an update to the personal details).
Content (required):
We want to ensure at least one of the ethnicities is selected for an employee (during hire or when making an update to the personal details).
For ethnicity, there are two separate questions "I am Hispanic or Latino" and "Select the Races you Identify with".
We want to ensure there is at least one selection in either of the questions. However, our current rule is not firing (when going through the "Hire an Employee" quick action or the "Personal Details" quick action).
