Element entries are copied to new employment record even the option is not selected

Summary:

We are trying to global transfer employees using local and global transfer RUI task and while performing the action, we have deselected or unchecked the copy the element entries to new employment record option in payroll details section. But still the element entries are transferred to new assignment. We would like to know how to stop all the element entries from transferring or copying to new assignment record.
