I requested my account be upgraded from Free Tier to PAYG, but it hasn't happened yet.

My instance failed. I need to recover the data so I need another block volume, but I have ran out of allocatable storage in my free tier. I wanted to upgrade my account so I can recover the data urgently but the upgrade does not seem to be occurring.
