Rollback All Employees for Payroll Calculation is not working. Any idea?

Summary:

After payroll calculation when tried to roll back all employees it is not working. Last payroll few employees not rolled back, so we had to manually select each employee and rolled back. This payroll also same issue happened. Do you know what is the issue.
