Access to learning items based on legal employer

Summary: We have a requirement where learner should access courses based on their legal entity. Foe example: Learner whose legal employer is XYZ should access courses created by Learn Specialist of XYZ legal employer.

To attain this requirement we analyzed multiple user documents.
