Set Sales Quotas by sales representative without territories?

Summary:

We have not setup territories because all reps can sell all products.

I want to use the existing reports for reps to show how they are doing against their quotas (or a set number I can enter into some other field) .

There are OOTB reports that leverage quotas. When I have looked into using quotas, it looks like you have to have territories setup and a bunch of other things.

I just want to say

Rep A has a 1M annual quota that is broken down by 250/quarter

What is the easiest way to do this?
