Spreadsheet through uploaded workflow rule couldn't find from the BPM Work list

Summary:

I created and uploaded invoice approval rule using workflow rule spreadsheet. spreadsheet has been uploaded successfully but attached rules could not find in the BPM worklist of the invoice approval.

What are the reasons for that kind of issues?
