FYI function for non-submitter/approver in Change Order

As the subject, is there a way that the system can send FYI to non-submitter/approver when the change order completed the approval?

We are seeking technical advice on building FYI in Change Order for the recipient that is not in the approval flow when the approval flow completed.

I received an advice from our Oracle support team, they suggested creating an approval rule for sending approval email and FYI notification at the same time.

However, it is not suitable to our case, as we want the FYI notification can be delivered when the approval flow completed.
