Access Negotiation Response Excel spreadsheet before negotiation is Active

Summary:

We want to be able to access the Negotiation Response Excel spreadsheet before the negotiation is Active so we can send it to supplier that won't be using supplier portal. The requirement is to be able to download the Excel file before negotiation is Active so it can be hosted on a sharepoint site and made accessible to the suppliers that won't be using Supplier Portal.

This will help streamline the negotiation process for smaller purchases and supplier that don't have the resources to enter their response in the Supplier Portal.
