Pending Worker Journey in Deferred Status

Summary:

We have defined two journeys to be initaited for Pending Workers:

  1. Candidate Prehire:
    1. Category = Recruitment
    2. Action Name = Add Pending Worker
    3. Days for Initiation = 0
  2. Onboarding
    1. Category = Enterprise Onboarding
    2. Action Name = Add Pending Worker
    3. Days for Initiation = 0

When candidate accepts offer in ORC and we move to HR, the pending worker record starts 7/27. From the above configuration, I'd presume both journeys would also be effective 7/27. However, Candidate Prehire is starting 8/15 (HIRE DATE) and Onboarding starts 8/10 (There is a task with offset minus five"

What are we missing in this configuration? I presume if I entered a -60 offset, then both of these may work, but that would also seem that "Add Pending Worker" is not working to initiate these transactions?
