HR Operations vs HR Business Partner - Journey's Responsibility Type

Hello,

Could somebody clarify the distinction between the HR operations and HR Business Partner (as owner Responsibility Type) in their standard versions when used in Journey's tasks? Do they have distinct differences in their access and their visibility? If you have a list of what each can do, it would be really helpful.
