ORA-20987: APEX - Application Express is being upgraded to a newer version. Changes to applications

Summary:

Can't access page or change password for user in APEX because long upgrade process.

Content (required):

I have free tier account with one database.

Today found that database db1 is in state 'Disabled'. This is not first time when database was down without notification but i get used to low accessibility on free tier.

After starting database wanted to proceed to any apex application but first it report bad password. So tried to change it using ADMIN account and then received screen with:

Application Express is being upgraded to a newer version. Changes to applications are disabled until the upgrade has finished.
