Expats in Journey

Hello all,
We are facing a problem regarding the expats and the Journey's allocation. As you know, in the case of an expat, his initial assignment is getting suspended and his new assignment is Global Assignment. So, in his home country the action reason is Hired, which would trigger the checklist allocation of the journey, but in the new country that he will be working, the first action reason would be (Add Global assignment).
We were advice to use Actions and Events tab. Although, we do not have this in our environment. What else could you recommend to us? Do you have any other idea?
