OCI: Paravirtualized Instance Created from Custom Image Failed to Boot With Error "dracut-initqueue timeout - starting timeout scripts" or Struck at "random:    nonblocking pool is initialized"

SYMPTOMS

Oracle Linux 7 Instance Created from custom image fails to boot and struck at ""random: nonblocking pool is initialized"" or reports "dracut-initque timeout" error.
