Unable to update Candidate Application Status using HDL

Summary: We are unable to update a Candidate's Phase and State by using HDL. For example - A candidate is on Phase - New and State - New Submission. We are trying to move the candidate by skipping a phase to Phase - Hiring Manager Review and Interview and State - Hiring Manager Review. We are able to perform this change through the UI but not through the HDL. It generates an error - IRC-1590385. We have already gone through the MOS Doc ID - 2647752.1.  The note provides the following solution - "It is expected that the current phase and current state be either null(in which case it will auto create in first step) or be the value of the first step in the Candidate Selection Process. Further updates on this can be done to move to different phases/states based on the Candidate Selection Process rules".
