Content (required): Learning Item Section is available to the users in Development Goal Page, but they are unable to add any Learning Courses.

Courses are created in Learning Module

WLF_LEARN_SELFSERVICE_RESPONSIVE_ENABLED profile option is set to Y at Site Level.

Development Goal Details Drill Down Page is enabled.

Development Goal Learning Feature is also enabled.
