Fusion HCM Cloud REST APIs availability for extensions in VB Studio

Content (required):

I’m trying to create a service connection in VB Studio using the Service Catalogue, and I don’t see all REST APIs available from HCM Cloud are available there. For example, emps (Employees). Am I missing any security setup, or has Oracle intentionally not provided some of the REST APIs for use in creating extensions in VB Studio?
