API 403 error

Summary:

We encountered 403error on processing RestAPI(Updating AFF segment). As you know, Oracle doesn't provide API　log, so we can not do further investigation. This erros seems to happen when accmulated API request exceed more than 2000. 

Does anyone know this issue and it would be greatfull for us to provide some clues.
