Getting error while loading a worker HDL file

We are getting errors while loading a Worker file. The error is

There is no Primary assignment for the work relationship.

I searched in Oracle Knowledge and I got the following solution steps.

Cause:

The issue is caused by the fact that for the employee in error the PRIMARY_ASSIGNMENT_FLAG is not correct for all the records from per_all_assignments_m table

Solution:

Correct the PRIMARY_ASSIGNMENT_FLAG using HDL and then load again the dat file for AssignmentWorkMeasure.
