Instance and boot volume deleted with no notice and no explanation

Summary:

I had a running instance since Oct 2021 that was suddenly and unexpectedly deleted. The audit logs don't attribute it to a user or process, or give any explanation. Unlike others whose tenancies were disabled, my other two instances are running and my account seems to be in good standing overall.

Content (required):

Pretty unacceptable to delete customer instances, free-tier or not, without any notice or warning. As far as I can tell the instance complied with free tier (4 Arm OCPU, 24GB, 50GB boot volume) and had been running for almost a year with no billing or complaints from Oracle. Not knowing why this happened I can't trust OCI. And now because of capacity issues, I can't recreate it anyway.
