12 Month Rolling Average for Global Transfers

We are trying to understand how the system works when when a Global Transfer sends an employee to a different legal entity.

Content (required):

We have cases where an employee has worked for over a year in one of our companies and then changes to a different company/payroll. The 12 month rolling average isn't working as expected.

Question 1: How do we get either the Assignment level or Relationship level 12 month average to the new assignment?

(note the Transfer Balance option does not work as expected unless we select Year to Date, which does not accomplish what we need)

Question 2: If we COULD get the 12 month rolling average to the new assignment/company, how would it re-calculate going forward since he previous assignment is terminated?
