Tried and failed to change email address associated with OCI account. Now unable to cancel OCI account and create new account with new email address as appears tied to problematic account.

Need to cancel cloud account with tenancy builder31. It shows as tenancy terminated; however, the account is still open and I am unable to create a new account. Please help!
