Why do I get 403 error when trying to access OCI Console?

Summary:

A few weeks ago I asked this question but didn't get any meaningful reply and the issue is still not resolved.

I enter my cloud account name on https://www.oracle.com/cloud/sign-in.html page and click Next.

Then I get to SSO page:

After clicking Continue I expect to be redirected to login page, but I'm just getting 403 error:


To make sure that account name is correct I requested account details and got the email confirming that everything looks good:

I also tried to use all these links from the email to sign in but with no luck. Password reset doesn't work either.
