How to use URLs from an OIA attribute as a Text Link in BI Publisher

I have URLs stored in OIA attributes. I would like to have the URL create a link using text in the RTF.

For example instead of the form showing: Web Page: https://epa.ohio.gov.

I would like to simply have "Web Page" be the link to https://epa.ohio.gov.

I tried using the attribute in MS Word Link function by selecting Web Page and right clicking then adding the OIA attribute name, but that didn't work.

I suspect there is <fo: > or some other direct coding that can be used, but I couldn't find it in the documentation.
