Need to move the context sensitive segment to global

Content (required):

We have used all the attributes available under cse_assets descriptive flexfield , currently we one more requirements to create a new field. below are the questions i have

  1. can we move the context segment to Global ?
  2. Can i delete the context segment and use the same attribute for a new segment with in the context ? actually tried this but not working , please note there is no data being entered by the user in this attribute.
