Error when "Approve All Managers" in the compensation worksheet

We have an "alternate approver" set up for our plan, and when a manager goes to select "approve all managers" we see an error stating "we can't submit or take action because an alternate approver is defined for manager....."

Background info: This is in our promotion plan, so the expectation is that if a manager doesn't have an employee to promote then no action is required from that manager. however before it reaches the top level manager, we have a 2 other entities defined in the "alternate approver list".

Top level manager should be able to approve all of his lower level managers without the lower level mangers having to submit. In the "configure approvals and notifications" area within the plan, we have it at "approve anytime" and "All managers must be approved" for "submit mode".
