Why does the "Move to HR" Duplicate Check not allow for any actions other than "merge"?

In our organization, we've been struggling for a while now with the Duplicate Check Error that appears on candidates being Moved to HR, aka, we want to hire them. We have our Duplicate Check currently set to option 7, which checks against Last Name, First Initial, National ID, and DoB. We've done this because we've seen an increased number of duplicate candidate and employee records making it through our recruiters, and wanted to stop as many actual duplicate creations as possible. This has however, had the side effect of causing 50% of our hires to become locked up in this
