Can I secure the GL AP Liability account for various Oracle Fusion AP roles

Need to secure AP Liability account

Content (required):

Currently my company has the AP Liability account secured so that no manual journal entries can hit the AP Liability account. However, we have many invoice integrations into AP and sometimes the invoices contain the liability account, even though the invoices should only be using an expense account. Is there any way to prevent invoices coming in through the API from hitting the AP liability account? Also, is there any way to lock down the use of the AP Liability account to a Oracle role or responsibility?
