Order status gets Awaiting Shipment instead of scheduled

Guys,

When I created an order for the new items, the status of the order became "Awaiting Shipment" rather than "Scheduled"

The order status must be "scheduled" status since the quantity of the shipment was 0.

When I try to replicate the same issue, I cannot, as this time order status became "scheduled", not awaiting shipment.

Please advise what could be the cause of this inappropriate status of the order.
