Regaining access to tenancy, lost access to tenancy

Tenancy not responding- account active and accessible but no access to instances and tenancy

Few days ago my benchmarking systems reported that always free tier instances stopped responding. After login to cloud account, I found the tenancy is not accessible, nothing can be done, managed, fixed, updated or even deleted.
Message on instances: You don’t have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help.
How to restore tenancy access? Help appreciated.
