Can we initiate a journey based on DOR's Expiry date?

Can we initiate a journey based on DOR's Expiry date? Or Is there any workaround to do the same?

scenario: When employee's visa got expired, We need to assign few tasks to employee as well as Admins through journey which complete the new visa process.
