Restore candidate who soft deleted profile

Summary:

External candidates and Ex-workers have the ability to delete their profile through candidate self service. This creates an issue if the ex-worker reapplies as a new external candidate records is deleted. Since candidate is deleted it is not returned in ORC duplicate check process where we could merge to process the offer on the correct record.

Is there a way to restore candidate profiles after logical deletion?
