Configuration for Approval to not get triggered to that person for whom the transaction is made.

Example Scenario:
Sam is a Hiring Manager of a Requisition, Rachel is Sam's Line Manager. Rachel has applied in the same Requisition as an internal candidate and has successfully completed her interview and now the organization wants to extend an offer to Rachel. An offer has been created for Rachel by the recruiter of the requisition and the offer has been sent for approval.
The approval chain goes as follows : Hiring Manager (Sam) > Hiring Manager's Line manger (Rachel herself) > HR representative (AOR)
