Restrict Self-Service Enrollment

Hello,

We have a requirement where we don't want users to enrol into any plans via self-service (as the administrators will be doing that) however we still want users to see what plans they are currently enrolled in.

Is there a way to disable the 'continue' button or make the plans 'read-only'?
