Is Manage Transit Time setup mandatory for Transfer Order flow?

Do we need to setup "Manage Transit Time" mandatory for Transfer Order flow in Oracle Fusion? In EBS, it was not mandatory. If you know, please let us know. We are getting some error in creating Transfer Order without transit time setup.
