We have a rehire stuck in processing post offer acceptance.

We have a rehire stuck in processing post offer acceptance. Our specialist tried to move him to Manually Processed from Manage Job Offers and got the error. We aren't able to move him through. I tried searching the error code on the support site and there is nothing. Google also wasn't much help.
