Why do sandbox options disappear when I enter hiring?

Summary:

I have created a Sandbox with Site context and with Page composer activated also with Site context.

When on the home page I have access to the sandbox options at the top of the screen. When I click into hiring all of the sandbox options disappear, am I missing a certain role that should let me use the sandbox options within hiring?
