Hiring Manager field on Offer is Read Only initially

When we create an Offer, users are seeing the Hiring Manager field in the Offer Team section as Read Only. If we proceed to the next section, and then return to the Offer team section, the field has become editable again. This is only occurring in one of our environments. Position sync settings are the same in all environments.

Any ideas what might be causing this?
