Approval rule: AoR Representative Hierarchy

Hello everyone,

We are trying to understand how the Representative approver is selected in the system.

We currently have set the an Approval Workflow for the "Approve Job Requisition" task process to the Recruiter's Representative. To "create" the Representatives, we provided an AoR criteria that was same to the Recruiter's information. For example:

Person A: Recruiter under Business Unit Italy

Person B: HRBP with an AoR Business Unit Italy

Person C: HRBP with an AoR Business Unit Italy

Who will receive the approval notification? Person B or Person C? Is the notification randomly assigned to the Representatives or is there any type of hierarchy? How is that hierarchy defined?
