Delegate can't create expense report on a project if he is not member of the project

Summary:

Delegate can't create expense report on a project if he is not member of the project of the person who delegated

Content (required):

Employee A working on Project A delegates Expense report creation to Employee B working on Project B. When Employee B tries to create expense report, Project LOV only shows Employee B projects. It should show Employee A projects since the expense report is for Employee A.

Anyone has a solution on how to achieve this?
