I can no longer create instances

They closed my instance with all my applications running in "Always free" mode (which I'm thinking is "Never free"), I went to create a new instance but I no longer have permissions to do anything, they closed all my applications, I lost all my data, how do I recover my permissions, recover my old instance or create a new one? Always is always
