Location that assigned to inventory organization in Different BU not appear in requester preferences

Summary:

1- requester assigned to Requisitioning BU A

2-Location X defined on COMMON SET

3-Inventory Organization under BU B

4-The Reference data set for BU A & BU B for locations is set to COMMON SET

In SSP When requester open Requisition preferences see only global locations (not assigned to inv org) and couldn't see the location X that that assigned to another business unit however it is on common set or not

Is this the system behavior ? or do i miss any configuration to allow the requester to select this location X in order to can view items under the organization assigned to this location ?
