How to restore a DMCA free instance or tenancy?

I created a free tier instance this January to test and use OpenVPN. I've used it since until today Oracle remove it by a DMCA complaint due to a torrent. I'm from Spain and in my country torrenting is legal. I forgot this time to turn off the VPN before doing so and I think that's the motive of the notice.

Now I've been suspended and can't counterclaim Oracle about this issue as I'm not paying customer to contact Oracle Support directly. I there a way to restore my account? I'll take care so this situations happens no more.
