Mandatory scoring

Is there a way to ensure that a scoring member has entered all scores?

Content (required):

Some negotiations we run have quite a large number of requirements to score.

On certain cases, a user forgets to score one of the requirements. Upon submission, system replaces the forgotten score by zero, which is not correct.

We would like to ensure that a score member has entered all scores for a given response to avoid the above behavior.

Any ideas how could we achieve this?

Can we make scoring mandatory?
