I'm trying to upgrade but Oracle tries to charge me $100 USD - active trial

Summary:

I'm using the "Always free" plan, but I want to use more resources, so I need to upgrade, but every attempt to pay by card generates an error in Oracle.

Content (required):

A few minutes I try again but this time, works, but Oracle tries to charge $100 USD. I`m looking for upgrade to "Pay as You go". I undertand "no prepayment required", whenever I try to upgrade, Oracle tries to charge me upfront.

Why is this happening?
