Is there a way to restrict using FBDI to import journals to only allow certain "journal sources"?

Summary:

We are looking to restrict users from using FBDI for importing journals for certain journal sources. For example, if a user attempted to import a journal using an FBDI template that included the journal source of "Spreadsheet" the file would not be imported by Oracle. If not, is there a way to require all journals using FBDI to require an approval?
