Is there a way for non-managers to register other learners for training

Summary:

Our hospital has department educators who need to register people for training. These educators have no direct reports, but take care of scheduling and they need to register people for training that fits into the department schedule. Is there any way to get this done?

Our old system had a "register others" function that we could make available to some people, but I don't see any option in Oracle except if they have all sorts of other access as well. We only need them to have the ability to sign people up for training. I know managers can register their direct reports, but these are most definitely not managers.
