Apex app not accessible from Europe – 404; How to access apex from EU?

Summary:

Trying to deploy an app built for the European market. The access to the apex app works from the US but gets 404 when accessed from Europe (Latvia). The same is true for "Launch Database Actions".

Content (required):

I signed up for a Free-Tier from the US, selected region = Sweden.

Access to the app and other OCI resources works from the US.

When connecting from Latvia (via VPN): a) OCI admin pages works (see image #1) , b) Launch Apex (image #2) or Launch Database Actions FAILS with 404

To eliminate any VPN-related issues sent a link for testing locally. The result is the same – access to the apex app from Latvia returns 404.
