No permissions to add life event

Hello,

When the benefits administrator is trying to add a potential life event, they are getting an error to say 'You do not have permissions to access this information'.

They have both benefits admin and benefits manager roles. Another user can do this who has the same roles.

Could any other roles be trumping the benefits roles or could there be any other reason as to why they cannot do this?
